Bellinger Foster Steinmetz updated a ten year old plan which lacked a detailed implementation strategy. Park system expansion and an aquatics center are the primary recreation needs that emerged from the master plan update process.

Community input included a nine member Task Force, City staff project team, and a questionnaire to 1,000 residents. The survey findings corroborate Task Force recommendations for a new community park, increasing open space and trails along the San Benito River, and new aquatics and recreation facilities in a potential public/private partnership with the YMCA.
